Can I have an output page hide on/off per order depending on an attribute? If the order has laser turned off, I don't want Laser to show up

The closest you'll get to that functionality is to use the setting in your output pages called "hide attributes that are zero or empty," which will make it so that all attributes that are a 0 value or not filled out don't show up on that output page.
